This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business online No. WB3513-03/19 of March 15, 2019.
The Government of Albania has received financing from the World Bank toward the cost of the Extractive Industry Transparency Initiative Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include selection of an individual media consultant who will act as EITI Albania Public Relations Ambassador for 2020 in order to increase awareness, create a specific image of EITI in Albania form the perspective of economic journalism stature, and generate attention and positive debate and discussions such that it produces important triggers that would furnish for reforms. The implementation period of the Contract is estimated to be 5 months from the contract signature.

The Albanian EITI Secretariat now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (CV in English and Albanian languages). The shortlisting criteria are:
- University degree in journalism or pronounced qualification in economics, engineering, business administration.
- The EITI ambassador should possess excellent oral communication and interpersonal skills. In addition to that the consultant must possess an appealing personality and professional stature. The consultant should not hesitate to travel in the country.
- At least 5 years of direct experience in media such as TV, journalism etc.;
- English language is essential.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
