This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in Development Business online No. WB3513-03/19 of March 15, 2019.

The Government of Albania has received financing from the World Bank toward the cost of the Extractive Industry Transparency Initiative Secretariat (EITI Albania), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include study of the potentials of increasing the social and economic impact in natural resources rich local communities, strengthening the community-based approach to extractive resources management and implementing capacity-building measures, professional education and transferring of skills, technical capabilities, associated management as well as detecting the priority actions to improve the governance of natural resources in the context of social impact. The implementation period of the Contract is estimated to be approximately 90 calendar days from contract signature.

The EITI Albania Secretariat now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:

(i)    General qualifications and experience of the Consultant, including core business and years in business (40 points),

(ii)  Description of similar assignments, experience in similar conditions (50 points); and

(iii)Technical and managerial capability of the Consultant and general availability of appropriate skills among staff (10 points).

Key Experts of the Consultant will not be evaluated at this stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification based Selection method set out in the Procurement Regulations.
