Meeting for the Royalty impact on Sustainable Development

On November 19, 2019 in Tirana, the Albania EITI, the OSCE Presence in Albania and the Agency for Support of Local Self-Government organized the Technical Level Meeting on the Royalty Impact on Sustainable Development.

The Representatives of the Secretariat and MSG AlbEITI – Civil Society, representatives of the OSCE Presence in Albania, representatives of the Agency for Local Self-Government Support, heads of the Association for Local Autonomy, representatives of 10 pilot municipalities, experts contracted by the OSCE etc. attended the meeting.

Mr. Ardit Kamberi, the representative of the EITI National Secretariat, mentioned the focus of EITI activity on Sustainable Development in the areas and communities where the extractive industry operate, emphasizing the importance of prudent and transparent use of natural resources and their socio-economic and environmental impact.

Mrs. Arianna Briganti, the OSCE Mission Representative, in her speech emphasized the very important role of the process for drafting the Royalty Platform, in close coordination with local government units, as part of the extractive areas Long Term Development Platform.

Mrs. Adelina Farrici, Executive Director of the Association for Local Autonomy, stressed the importance of revising the value of the royalty in the view of the sectorial impact and support for of the municipalities optimization of addressing issues related to royalty and extractive industry.

At the meeting sessions the representatives of the Pilot Municipalities, the MSG EITI Representative, Mrs. Hajnaj, as well as representatives of the Agency for Local Self-Government Support, discussed the importance of the process of reviewing the royalty statement formula, simplifying the procedures of the royalty revenue distribution on the local government, addressing environmental and infrastructural issues that arise in areas with hydrocarbon and mining activities, and the opportunity to initiate a concession fee assessment for HPP activities.

The draft Royalty Policy document presentation prepared by the experts contracted by the OSCE, which will be discussed and evaluated by the decision-making institutions, definite the aspects of the Management and Strategic Evaluation of the Royalty Platform, as well as the draft Action Plan for the 2020 -2021 Platform.
