REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES– FIRMS SELECTION) 2019-2020 AND 2021

 Assignment Title:      Selection of a Consulting Firm as an Independent Administrator to prepare the EITI Reports 2019, 2020 and 2021 to support government institutions and extractive companies in the EITI process. Revision of current legislation for reporting by activity and Project Basis in the mining sector and the development of Standards for Local Reporting.

This Request for Expression of Interest is published after the approval of the World Bank for the start of the process, by the Secretariat of the Initiative for Transparency in the Extractive Industry (EITI Albania).

The Government of Albania is receiving financing from the World Bank toward the cost of the Extractive Industry Transparency Initiative Secretariat (EITI Albania), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) are carried out by selection of a Firm as an Independent Administrator to Prepare the EITI Reports 2019, 2020 and 2021 (EITI Standard Requirement). The implementation period of the Contract is estimated to be approximately 8 months from contract signature.

The EITI Albania Secretariat now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:

  • General Qualifications, including core business and years in business (40 points);
  • Relevant experience, including previous experience in the field of assignment (50 points);
  • Availability of qualified staff within the consulting firm (10 points).
The CVs of Key experts will not be evaluated during the shortlisting process.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification based Selection method set out in the Procurement Regulations.
