Assignment Title:<\/strong><\/span>\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Selection of a Firm as an Independent Administrator to Prepare and Reconcile the 2015 and 2016 EITI Reports
\nReference No<\/strong>.:<\/span> \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 ALBEITI\/CQ\/001<\/p>\n

The consulting services (\u201cthe Services\u201d) include selection of a competent and credible firm, free from conflicts of interest, to provide Independent Administrator services in accordance with the EITI Standard. The objective of the assignment is to (i) Produce EITI Reports for the fiscal years 2015 and 2016 in accordance with the EITI Standard; (ii) Produce Summary Data Template; and (iii) Provide training for all reporters on the EITI Standard requirements and Reporting Template. The implementation period will be approximately 5 months from contract signing for the preparation of EITI Report 2015.<\/p>\n

The Ministry of Energy and Industry now invites eligible consulting firms (\u201cConsultants\u201d) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:<\/p>\n

    \n
  • General qualifications of the Consultant (10 points),<\/li>\n
  • Description of similar assignments, experience in similar conditions (60 points); and<\/li>\n
  • Availability of appropriate skills among staff (30 points).<\/li>\n<\/ul>\n

    The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank\u2019s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011<\/em> (\u201cConsultant Guidelines\u201d), setting forth the World Bank\u2019s policy on conflict of interest.<\/p>\n

    Consultants may associate with other firms in the form of a joint venture or a sub–consultancy to enhance their qualifications.<\/p>\n

    A Consultant will be selected in accordance with the CQ method set out in the Consultant Guidelines.<\/p>\n
