M\u00eb pare, transparenca ka qen\u00eb nj\u00eb pik\u00eb e dob\u00ebt e qeverisjes, sidomos kur flitej p\u00ebr \u00e7\u00ebshtjet e industris\u00eb nxjerr\u00ebse dhe industris\u00eb minerare n\u00eb p\u00ebrgjith\u00ebsi, ato q\u00eb lidhen me burimet natyrore. Po t\u00eb shikojm\u00eb historin\u00eb e mbar\u00eb vendeve t\u00eb cil\u00ebt kan\u00eb burime natyrore, shpesh thuhet se burimet e shumta natyrore mund t\u00eb jen\u00eb edhe mallkim p\u00ebr disa vende p\u00ebr shkak t\u00eb konflikteve q\u00eb lindin rreth m\u00ebnyr\u00ebs se si ndahet fitimi i tyre p\u00ebr privatit dhe publikut. Marr shembujt e Afrik\u00ebs k\u00ebtu apo vende t\u00eb tjera q\u00eb kan\u00eb pasuri por kan\u00eb destabilitet. Ajo q\u00eb m\u00eb mbetet n\u00eb mendje dhe q\u00eb \u00ebsht\u00eb ky\u00e7 \u00ebsht\u00eb transparenca. Pra, se sa transparente \u00ebsht\u00eb \u00e7\u00ebshtja e ndarjes? Sa shkon p\u00ebr interes t\u00eb publikut? Si ndahen k\u00ebto t\u00eb ardhura? Si p\u00ebrdoren? Kjo, n\u00eb fund t\u00eb fundit vendos legjitimitetin e demokracis\u00eb ose t\u00eb \u00e7do lloj regjimi juridik mbi pasurit\u00eb natyrore.<\/p>\n<p>K\u00ebto raporte q\u00eb u prezantuan k\u00ebtu, jan\u00eb n\u00eb themel t\u00eb k\u00ebtij elementi kaq ky\u00e7 n\u00eb mir\u00ebqeverisje. Realisht \u00ebsht\u00eb nj\u00eb kontribut shum\u00eb i madh n\u00eb mir\u00ebqeverisjen e vendit transparenca e plot\u00eb se \u00e7far\u00eb p\u00ebrfiton publiku, n\u00eb k\u00ebt\u00eb rast shteti. Kur them shteti kam parasysh taksapaguesit shqiptar, mbar\u00eb publiku q\u00eb merr p\u00ebrfitimin nga shfryt\u00ebzimi i pasurive t\u00eb veta natyrore. Madje, k\u00ebto t\u00eb dh\u00ebna sh\u00ebrbejn\u00eb t\u00eb kuptosh edhe m\u00eb mir\u00eb se cilat jan\u00eb gj\u00ebrat q\u00eb \u00e7alojn\u00eb, \u00e7far\u00eb mund t\u00eb pres\u00ebsh nga zhvillimi i industris\u00eb nxjerr\u00ebse, sa mund t\u00eb kontribuoj\u00eb n\u00eb buxhet, sa mund t\u00eb kontribuoj\u00eb n\u00eb pun\u00ebsim dhe disa element\u00eb q\u00eb meritojn\u00eb p\u00ebr tu korrigjuar? N\u00eb fund t\u00eb fundit gjith\u00e7ka fillon nga transparenca. Kur kemi piktur\u00ebn e qart\u00eb ka shum\u00eb pyetje p\u00ebr politik\u00ebn, ka shum\u00eb presion nga publiku dhe ne n\u00eb fund t\u00eb fundit k\u00ebtu jemi. K\u00ebto t\u00eb dh\u00ebna, sa m\u00eb shum\u00eb t\u00eb diskutohen mes publikut aq m\u00eb mir\u00eb do t\u00eb jet\u00eb edhe p\u00ebr autoritetet shtet\u00ebrore p\u00ebr t\u00eb dh\u00ebn\u00eb p\u00ebrgjigjet e duhura.<\/p>\n<p>Raporti p\u00ebr industrin\u00eb nxjerr\u00ebse, k\u00ebt\u00eb vit p\u00ebrfshin edhe prodhimin e energjis\u00eb elektrike, q\u00eb si\u00e7 u tha u fut p\u00ebr her\u00eb t\u00eb par\u00eb. \u00cbsht\u00eb gj\u00eb e mir\u00eb q\u00eb u fut p\u00ebr her\u00eb t\u00eb par\u00eb sepse lidhet n\u00eb fund t\u00eb fundit me shfryt\u00ebzimin e burimeve natyrore. Shikojm\u00eb q\u00eb \u00ebsht\u00eb nj\u00eb komponent shum\u00eb i r\u00ebnd\u00ebsish\u00ebm i industris\u00eb s\u00eb vendit. Nj\u00eb komponent shum\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr pun\u00ebsim edhe pse mbase nuk \u00ebsht\u00eb nga ato lloj industrish q\u00eb \u00ebsht\u00eb intensive nga pik\u00ebpamja e krahut t\u00eb pun\u00ebs. Kuptohet, jan\u00eb disa lloj industrish t\u00eb tjera q\u00eb kontribuojn\u00eb m\u00eb shum\u00eb me pun\u00ebsim, krah pune, si\u00e7 jan\u00eb fason\u00ebt apo bujq\u00ebsia. Por \u00ebsht\u00eb e r\u00ebnd\u00ebsishme q\u00eb rritja e prodhimit vendas nga industria nxjerr\u00ebse dhe p\u00ebrpunuese t\u00eb jet\u00eb e lart\u00eb. Po t\u00eb shikojm\u00eb, vitet e fundit kemi nj\u00eb rritje t\u00eb industris\u00eb s\u00eb ferrokromit duke rritur pun\u00ebsimin vendas, duke rritur vler\u00ebn e shtuar brenda vendit, duke rritur vler\u00ebn e produktit i cili eksportohet. T\u00eb gjitha k\u00ebto industri kan\u00eb nj\u00eb kontribut t\u00eb jasht\u00ebzakonsh\u00ebm n\u00eb bilancin tregtar, n\u00eb at\u00eb q\u00eb \u00e7do vend ka nevoj\u00eb p\u00ebr valut\u00eb p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar bilancin tregtar.<\/p>\n<p>Rritja e prodhimit, qoft\u00eb n\u00eb energjin\u00eb elektrike, qoft\u00eb ne energjin\u00eb t\u00eb themi nga fosilet, nga nafta, apo edhe nga burimet e tjera \u00ebsht\u00eb shum\u00eb e r\u00ebnd\u00ebsishme p\u00ebr p\u00ebrmir\u00ebsimin e bilancit tregtar. \u00cbsht\u00eb nj\u00eb mund\u00ebsi e madhe p\u00ebr vendin p\u00ebr t\u00eb thithur investime t\u00eb huaja.<\/p>\n<p>Dihet q\u00eb sektori energjetik, p\u00ebrfshir\u00eb naft\u00ebn dhe hidroenergjin\u00eb, ka qen\u00eb sektori q\u00eb ka thithur m\u00eb shum\u00eb investime t\u00eb huaja. Mjafton q\u00eb t\u00eb shikojm\u00eb raportin e fundit t\u00eb bank\u00ebs qendrore, n\u00eb mos gaboj sektori energjetik ka thithur mbi 80% t\u00eb investimeve t\u00eb huaja. Ne duhet ta mbajm\u00eb k\u00ebt\u00eb rit\u00ebm, pavar\u00ebsisht se ka disa k\u00ebrc\u00ebnime q\u00eb tashm\u00eb publiku i gjer\u00eb e di, q\u00eb nga ulja e \u00e7mimeve, sidomos mineraleve por dhe naft\u00ebs, nj\u00eb situat\u00eb jasht\u00ebzakonisht e r\u00ebnd\u00eb nga pik\u00ebpamja e \u00e7mimeve nd\u00ebrkomb\u00ebtare. Po t\u00eb shikojm\u00eb \u00e7mimin e brentit ka vajtur n\u00eb kufijt\u00eb m\u00eb t\u00eb ul\u00ebt historik dhe k\u00ebto padyshim ndikojn\u00eb drejtp\u00ebrdrejt n\u00eb uljen e investimeve. Nuk \u00ebsht\u00eb gj\u00eb e mir\u00eb pasi mund t\u00eb shkaktoj\u00eb ulje t\u00eb prodhimit, nj\u00ebkoh\u00ebsisht ulje t\u00eb t\u00eb ardhurave p\u00ebr shtetin dhe nj\u00ebkoh\u00ebsisht r\u00ebnie t\u00eb investimeve t\u00eb huaja.<\/p>\n<p>N\u00eb k\u00ebto kushte t\u00eb v\u00ebshtira, mjafton q\u00eb t\u00eb shikojm\u00eb nj\u00eb element krahasues aty q\u00eb dua t\u00eb jua sjell n\u00eb v\u00ebmendje p\u00ebr t\u00eb hapur debat. N\u00eb fund t\u00eb fundit, nuk jemi k\u00ebtu q\u00eb t\u00eb paraqesim pik\u00ebpamjen ton\u00eb vet\u00ebm pozitive p\u00ebr industrin\u00eb, por duam t\u00eb hapim debat.<\/p>\n<p>Debati \u00ebsht\u00eb gj\u00ebja m\u00eb e mir\u00eb q\u00eb ne presim pasi qeverisjet b\u00ebhen m\u00eb t\u00eb mira kur shifrat transparente hidhen, futen element krahasimore dhe nxirren konkluzionet e duhura. Mjafton t\u00eb ju jap nj\u00eb element, shikoni t\u00eb ardhurat nga nafta n\u00eb vitet 2013-2014. Megjith\u00ebse n\u00eb vitin 2014 filloi tendenca e r\u00ebnies s\u00eb \u00e7mimeve dhe po t\u00eb shikojm\u00eb \u00e7mimet nd\u00ebrkomb\u00ebtare kan\u00eb qen\u00eb gati 12% m\u00eb t\u00eb lira, niveli i t\u00eb ardhurave nuk ka ndryshuar. \u00c7far\u00eb do t\u00eb thot\u00eb kjo?! Do t\u00eb thot\u00eb q\u00eb s\u00eb pari \u00ebsht\u00eb shtuar prodhimi. E dyta, q\u00eb ka pasur nj\u00eb mir\u00eb administrim t\u00eb k\u00ebtij sektori. Mund t\u00eb shikoni q\u00eb t\u00eb ardhurat n\u00eb vitet 2012-2013, kur \u00e7mimi i naft\u00ebs ka qen\u00eb m\u00eb i lart\u00eb jan\u00eb thuajse t\u00eb nj\u00ebjta me t\u00eb dh\u00ebnat e vitit 2014 kur ka filluar tendenca e r\u00ebnies s\u00eb theksuar t\u00eb \u00e7mimit. Kjo do t\u00eb thot\u00eb se kontrolli ka qen\u00eb m\u00eb i mir\u00eb, raportimi ka qen\u00eb m\u00eb i mir\u00eb, ndryshimet n\u00eb regjimin fiskal q\u00eb ne b\u00ebm\u00eb n\u00eb vitin 2014 duke rifutur disa element\u00eb fiskal\u00eb tek industria nxjerr\u00ebse e naft\u00ebs kan\u00eb dh\u00ebn\u00eb efektin e tyre. Po i referohem k\u00ebtu pages\u00ebs s\u00eb akzic\u00ebs mbi hidrokarburet q\u00eb ata p\u00ebrdornin p\u00ebr operacione prodhimi. Futja e TVSH-s\u00eb, rimbursimi i TVSH-s\u00eb nj\u00ebkoh\u00ebsisht p\u00ebrmir\u00ebsoi m\u00eb mir\u00eb administrimin e sektorit t\u00eb naft\u00ebs dhe ja rezultatet e para. Patjet\u00ebr, pa ndikuar n\u00eb efektin ekonomik t\u00eb kompanive dhe t\u00eb kontratave, pasi nj\u00eb pjes\u00eb e tyre kishin klauzola stabiliteti fiskal, t\u00eb cilat u negociuan me prodhuesit kryesor\u00eb dhe nj\u00ebkoh\u00ebsisht shteti mori n\u00eb avanc\u00eb, pra n\u00eb nj\u00eb avanc\u00eb kohore m\u00eb shum\u00eb t\u00eb ardhura p\u00ebr interesat e veta.<\/p>\n<p>Ju e dini tanim\u00eb synimin ton\u00eb n\u00eb n\u00ebnshkrimin e kontratave t\u00eb reja, pas nj\u00eb randi t\u00eb suksessh\u00ebm p\u00ebr fushat e lira t\u00eb naft\u00ebs, pavar\u00ebsisht sfondit negativ t\u00eb tregut nd\u00ebrkomb\u00ebtar. N\u00eb kontratat t\u00eb cilat po negociojm\u00eb me kompanin\u00eb Delek Group dhe me SHELL, n\u00eb negociata e p\u00ebr interes t\u00eb publikut po fusim nj\u00eb model m\u00eb t\u00eb mir\u00eb ekonomik. Kjo po b\u00ebhet duke vendosur p\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb Shqip\u00ebri, dhe k\u00ebt\u00eb dua ta theksoj, at\u00eb q\u00eb quhet tavan p\u00ebr shpenzimet. Deri sot, gjith\u00eb nafta q\u00eb prodhohej shkonte p\u00ebr t\u00eb mbuluar shpenzimet e kompanive, derisa ato t\u00eb rikuperonin faktorin \u201cR\u201d dhe pastaj fillonte shteti t\u00eb merrte t\u00eb ardhura t\u00eb tjera p\u00ebrve\u00e7 rent\u00ebs. Si\u00e7 u tha edhe n\u00eb raportin q\u00eb u prezantua, asnj\u00eb kompani deri m\u00eb tani nuk ka dal\u00eb me fitim.<\/p>\n<p>P\u00ebr her\u00eb t\u00eb par\u00eb po v\u00ebm\u00eb nj\u00eb tavan, q\u00eb do t\u00eb thot\u00eb se nj\u00eb pjes\u00eb e naft\u00ebs, para se kompania t\u00eb rikuperoj\u00eb kostot t\u00eb futet si naft\u00eb e ndashme p\u00ebr fitim. Nafta e vlefshme p\u00ebr tu ndar\u00eb mes shtetit dhe privatit t\u00eb filloj\u00eb q\u00eb n\u00eb momentin e par\u00eb q\u00eb del fuqia e par\u00eb. Q\u00eb tek fuqia e pare, shteti do t\u00eb marr\u00eb m\u00eb shum\u00eb se \u00e7far\u00eb ka marr\u00eb deri tani. Kjo \u00ebsht\u00eb fal\u00eb politikave tona. Madje ju them edhe nj\u00eb gj\u00eb, ne do t\u00eb rinegociojm\u00eb edhe nj\u00eb pjes\u00eb t\u00eb kontratave q\u00eb jan\u00eb n\u00eb fuqi, p\u00ebrfshir\u00eb edhe kontrat\u00ebn m\u00eb t\u00eb madhe t\u00eb Shqip\u00ebris\u00eb si\u00e7 \u00ebsht\u00eb Bankers Petrolium. Kemi objektivin t\u00eb t\u00eb rinegociojm\u00eb termat, pas mbylljes s\u00eb disa element\u00ebve kontradiktor\u00eb ose konfliktual\u00eb q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me pages\u00ebn e tatim fitimit.<\/p>\n<p>Nd\u00ebrkaq, p\u00ebr her\u00eb t\u00eb par\u00eb u pagua tatim fitimi fal\u00eb pun\u00ebs intensive t\u00eb agjencive kontrolluese si AKBN-ja, Albpetroli dhe vet Ministria e Energjis\u00eb. P\u00ebr her\u00eb t\u00eb par\u00eb arrit\u00ebm t\u00eb reflektojm\u00eb dhe t\u00eb evidentojm\u00eb shpenzimet e v\u00ebrteta t\u00eb p\u00ebrdorura n\u00eb industrin\u00eb e naft\u00ebs. K\u00ebto element\u00eb kan\u00eb shum\u00eb r\u00ebnd\u00ebsi p\u00ebr transparenc\u00ebn, qoft\u00eb edhe p\u00ebr kujdesin q\u00eb duhet t\u00eb tregojm\u00eb, kujdes m\u00eb t\u00eb tepruar p\u00ebrsa i p\u00ebrket interesit t\u00eb shtetit. Kjo b\u00ebn t\u00eb mundur q\u00eb t\u00eb vilet p\u00ebr her\u00eb t\u00eb par\u00eb tatim fitimi, t\u00eb ulemi t\u00eb negociojm\u00eb marr\u00ebveshje t\u00eb reja me kompanit\u00eb hidrokarbure, duke v\u00ebn\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb nj\u00eb nivel maksimal i cili mundet t\u00eb p\u00ebrdoret p\u00ebr rikuperim t\u00eb shpenzimit dhe pjesa tjet\u00ebr t\u00eb shkoj\u00eb n\u00eb fitim. T\u00eb gjitha k\u00ebto do t\u00eb thon\u00eb m\u00eb shum\u00eb t\u00eb ardhura p\u00ebr vendin.<\/p>\n<p>Kuptohet, jan\u00eb disa faktor\u00eb q\u00eb nuk jan\u00eb n\u00eb dor\u00ebn ton\u00eb si\u00e7 jan\u00eb \u00e7mimet nd\u00ebrkomb\u00ebtare. N\u00eb vler\u00eb absolute, mbase t\u00eb ardhurat do t\u00eb bien p\u00ebr shkak t\u00eb r\u00ebnies s\u00eb \u00e7mimeve dhe kjo \u00ebsht\u00eb tashm\u00eb fakt i njohur. Nuk ka pse t\u00eb b\u00ebhet as politik\u00eb sepse dihet q\u00eb industrit\u00eb q\u00eb bazohen tek \u00e7mimet nd\u00ebrkomb\u00ebtare patjet\u00ebr afektohen nga ulja e tyre. Po t\u00eb shikosh nivelin e t\u00eb ardhurave, edhe p\u00ebr ato nj\u00ebsi prodhimi, pavar\u00ebsisht me vlera m\u00eb t\u00eb ul\u00ebta p\u00ebr shkak t\u00eb \u00e7mimeve nd\u00ebrkomb\u00ebtare, ato do t\u00eb jen\u00eb m\u00eb t\u00eb mira p\u00ebr shtetin. N\u00eb fund t\u00eb fundit, ky \u00ebsht\u00eb roli i Ministris\u00eb s\u00eb Energjis\u00eb, q\u00eb t\u00eb promovoj\u00eb industrin\u00eb nxjerr\u00ebse por nj\u00ebkoh\u00ebsisht edhe t\u00eb mbroj\u00eb interesat e publikut. Un\u00eb them q\u00eb gjat\u00eb k\u00ebtij viti \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb pun\u00eb shum\u00eb e mir\u00eb dhe kontrata e par\u00eb q\u00eb po lidhim do t\u00eb jet\u00eb shum\u00eb m\u00eb ndryshe nga ato q\u00eb kan\u00eb qen\u00eb t\u00eb lidhura nga qeverit\u00eb e m\u00ebparshme. Do t\u00eb thot\u00eb nj\u00eb stad m\u00eb i avancuar dhe kjo \u00ebsht\u00eb nj\u00eb merit\u00eb e pun\u00ebs s\u00eb t\u00eb gjith\u00eb k\u00ebtyre njer\u00ebzve, t\u00eb gjith\u00eb institucioneve shqiptare q\u00eb punojn\u00eb tek aspekti rregullator i naft\u00ebs, gjithmon\u00eb n\u00eb dobi t\u00eb shtetit.<\/p>\n<p>Nga ana tjet\u00ebr, doja t\u00eb theksoja di\u00e7ka p\u00ebr industrin\u00eb minerare. Megjith\u00ebse industria minerare \u00ebsht\u00eb nj\u00eb kontribut shum\u00eb i r\u00ebnd\u00ebsish\u00ebm i ekonomis\u00eb, edhe ata jan\u00eb n\u00eb nj\u00eb gjendje shum\u00eb t\u00eb v\u00ebshtir\u00eb, pra flas p\u00ebr kromin, bakrin dhe t\u00eb gjith\u00eb metalor\u00ebt. Ne duhet t\u00eb synojm\u00eb politika nxit\u00ebse, n\u00eb m\u00ebnyr\u00eb q\u00eb kjo industri t\u00eb mos vdes\u00eb, t\u00eb mos ndikohet nga r\u00ebnia drastike e \u00e7mimeve.<\/p>\n<p>S\u00eb bashku me Ministrin\u00eb e Financave, jemi duke punuar p\u00ebr nj\u00eb paket\u00eb nxit\u00ebse p\u00ebr disa leht\u00ebsira, p\u00ebr t\u2019iu ardhur n\u00eb ndihm\u00eb t\u00eb gjith\u00eb prodhuesve t\u00eb mineraleve n\u00eb vend, n\u00eb m\u00ebnyr\u00eb q\u00eb aktiviteti t\u00eb vazhdoj\u00eb. Ne t\u00eb gjith\u00eb e dim\u00eb se shum\u00eb zona n\u00eb veri jetojn\u00eb kryesisht me industrin\u00eb minerale. Nj\u00ebkoh\u00ebsisht, duhet t\u00eb nxisim edhe p\u00ebrpunimin vendas dhe industrit\u00eb vendase t\u00eb lidhura me minierat. K\u00ebto dy vitet e fundit \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb pun\u00eb shum\u00eb e mir\u00eb p\u00ebr rritjen e kapaciteteve t\u00eb p\u00ebrpunimit t\u00eb mineraleve vendase, si\u00e7 \u00ebsht\u00eb rasti i ferrokromit. P\u00ebr her\u00eb t\u00eb par\u00eb u vu n\u00eb pun\u00eb dhe u zgjerua edhe kapaciteti i Uzin\u00ebs s\u00eb ferrokromit n\u00eb Elbasan. U v\u00eb n\u00eb pun\u00eb Uzina e Burrelit q\u00eb p\u00ebr shum\u00eb vite nuk ka qen\u00eb funksionale. Mund t\u00eb shfryt\u00ebzohen rezerva t\u00eb reja t\u00eb kromit n\u00eb Bulqiz\u00eb, p\u00ebr shkak t\u00eb investimeve n\u00eb pusin e thell\u00ebsis\u00eb. Kushdo q\u00eb t\u00eb vij\u00eb n\u00eb qeveri do ti ket\u00eb k\u00ebto sfida gjithmon\u00eb. \u00cbsht\u00eb kollaj t\u00eb spekulosh me \u00e7mimet e energjis\u00eb, kollaj t\u00eb spekulosh duke th\u00ebn\u00eb do e jap k\u00ebt\u00eb apo do t\u00eb b\u00ebj k\u00ebt\u00eb. Nuk b\u00ebhet. Duhet t\u00eb ja themi tro\u00e7 publikut p\u00ebr ato q\u00eb nuk b\u00ebhen. Parashikohet q\u00eb deri n\u00eb vitin 2020 Shqip\u00ebris\u00eb ti shtohen edhe 350 megavat kapacitete t\u00eb reja t\u00eb instaluara nga hidroenergjia. Pse?! Po vazhdon procesi, pra investimet n\u00eb kaskad\u00ebn e Devollit, po p\u00ebrfundon nj\u00ebkoh\u00ebsisht Kaskada mbi lumin Fan. Pasi ne t\u00eb b\u00ebjm\u00eb procedurat konkurruese mund t\u00eb filloj\u00eb shum\u00eb shpesh dhe Katundi i Ri. Projekti i Po\u00e7emit gjithashtu \u00ebsht\u00eb kapacitet i ri shtes\u00eb, mbi t\u00eb gjitha me nj\u00eb model t\u00eb ri kontraktor. \u00cbsht\u00eb shum\u00eb i r\u00ebnd\u00ebsish\u00ebm modeli ekonomik sepse \u00ebsht\u00eb folur shpesh p\u00ebr rritjen e kapaciteteve. B\u00ebhet edhe nj\u00eb gar\u00eb se kush qeveri paska qen\u00eb nxit\u00ebse p\u00ebr k\u00ebto lloj investimesh. Duhet t\u00eb kuptoni nj\u00eb gj\u00eb; q\u00eb investimet t\u00eb jen\u00eb t\u00eb sigurta duhet t\u00eb jen\u00eb t\u00eb q\u00ebndrueshme. Do t\u00eb thot\u00eb se duhet t\u00eb bazohen tek nj\u00eb model ekonomik i q\u00ebndruesh\u00ebm dhe jo mbi premtime. \u00cbsht\u00eb kollaj t\u00eb jap\u00ebsh nj\u00eb kontrat\u00eb koncesioni dhe t\u00eb thuash mere nj\u00eb let\u00ebr, nd\u00ebrtoje se un\u00eb do t\u00eb garantoj blerjen e energjis\u00eb. Po pastaj? Kur vjen fundi nuk i garanton dot asgj\u00eb sepse sektori \u00ebsht\u00eb totalisht n\u00eb kriz\u00eb, ke borxhe t\u00eb m\u00ebdha, nuk garanton dot as blerjen. Mbi t\u00eb gjitha, politikat e tua nuk shkojn\u00eb p\u00ebrshtat me tendencat q\u00eb ka tregu nd\u00ebrkomb\u00ebtar dhe mbi t\u00eb gjitha modelet e q\u00ebndrueshme ekonomike.<\/p>\n<p>Cilat jan\u00eb modele t\u00eb q\u00ebndrueshme? Modelet q\u00eb at\u00eb prodhim energjie q\u00eb mund t\u00eb dal\u00eb nga investimi privat t\u00eb mund t\u00eb ket\u00eb nj\u00eb treg, t\u00eb ket\u00eb likuiditet, pagesa n\u00eb koh\u00eb dhe q\u00eb t\u00eb shlyejn\u00eb investimet. Investimet e reja t\u00eb m\u00ebdha po b\u00ebhen pa garanci blerje energjie p\u00ebr t\u00eb stimuluar nj\u00eb gj\u00eb shum\u00eb t\u00eb r\u00ebnd\u00ebsishme, q\u00eb ne e kemi prioritet si qeveri. B\u00ebhet fjal\u00eb p\u00ebr liberalizimin e tregut t\u00eb energjis\u00eb, krijimin e tregut energjetik, tregtimin e energjis\u00eb edhe brenda dit\u00ebs. Shqip\u00ebria, jo m\u00eb kot po investon n\u00eb interkonjeksione, pra n\u00eb lidhjen me rrjetet europiane t\u00eb energjis\u00eb n\u00eb t\u00eb cilat tashm\u00eb jemi edhe an\u00ebtar\u00eb. Do t\u00eb p\u00ebrfundoj\u00eb shum\u00eb shpejt lidhja me Kosov\u00ebn, do t\u00eb filloj\u00eb lidhja me Maqedonin\u00eb. \u00c7do t\u00eb thot\u00eb kjo? Mund\u00ebsi k\u00ebmbimi energjie, mund\u00ebsi harmonizimi t\u00eb prodhimeve, t\u00eb avantazheve tona t\u00eb energjis\u00eb elektrike me shtetet fqinj\u00eb. Shk\u00ebmbime me Kosov\u00ebn, me Maqedonin\u00eb nes\u00ebr, t\u00eb cilat mund t\u00eb ken\u00eb burime alternative. T\u00eb gjitha k\u00ebto do t\u00eb krijojn\u00eb nj\u00eb treg dhe treg do t\u00eb thot\u00eb m\u00eb shum\u00eb likuiditet.<\/p>\n<p>\u00c7mime m\u00eb t\u00eb q\u00ebndrueshme p\u00ebr konsumatorin por edhe m\u00eb shum\u00eb para p\u00ebr t\u00eb gjith\u00eb investitor\u00ebt. Pra, ne likuiduam mbi 90 milion USD borxhe q\u00eb ishin nga kjo skem\u00eb e krijuar. N\u00eb m\u00ebnyr\u00eb q\u00eb kontratat t\u00eb jen\u00eb t\u00eb sigurta, k\u00ebto jan\u00eb fenomene q\u00eb nuk duhet t\u00eb ndodhin. K\u00ebt\u00eb po promovojm\u00eb edhe me investimet e reja. Pavar\u00ebsisht se ka kritika, ka mendime t\u00eb ndryshme p\u00ebr politikat q\u00eb ndjek qeveria p\u00ebr shtimin e kapaciteteve gjeneruese. Dikush mbase ka n\u00eb mendje \u00ebndrra dhe projekte t\u00eb para 50 viteve q\u00eb b\u00ebheshin n\u00eb nj\u00eb kontekst t\u00eb caktuar, ku element\u00ebt e kostove sociale-mjedisore apo shpron\u00ebsimet nuk merreshin parasysh se ishin pa lek\u00eb, ishte nj\u00eb shtet q\u00eb gjith\u00e7ka e kishte pron\u00eb t\u00eb veten. K\u00ebto projekte, edhe mbi baz\u00ebn e standardeve nd\u00ebrkomb\u00ebtare, nganj\u00ebher\u00eb jan\u00eb t\u00eb pamundura q\u00eb t\u00eb b\u00ebhen sot. At\u00ebher\u00eb, duhet t\u00eb b\u00ebjm\u00eb gj\u00ebra q\u00eb t\u00ebrheqin kapitalin privat, minimizojn\u00eb ose \u00e7ojn\u00eb n\u00eb zero rriskun e shtetit, nj\u00ebkoh\u00ebsisht t\u00eb krijojm\u00eb nj\u00eb politik\u00eb t\u00eb q\u00ebndrueshme p\u00ebr aspektet e modeleve ekonomike. Do t\u00eb thot\u00eb q\u00eb krijojm\u00eb nj\u00eb treg q\u00eb ta nxis\u00eb kapitalin p\u00ebr tu investuar dhe ne po shkojm\u00eb n\u00eb k\u00ebt\u00eb drejtim. Po ecet ngadal\u00eb, nuk \u00ebsht\u00eb e thjesht\u00eb, nuk \u00ebsht\u00eb e kollajt\u00eb t\u00eb reformosh sistemet energjitike. Energjia \u00ebsht\u00eb nj\u00eb problem mbar\u00eb bot\u00ebror, qoft\u00eb energjia elektrike, qoft\u00eb nafta me goditjet q\u00eb ka nga \u00e7mimet. Ristrukturimi i k\u00ebtyre sektor\u00ebve \u00ebsht\u00eb i v\u00ebshtir\u00eb kudo. Shqip\u00ebria, vitet e fundit ka qen\u00eb pararoj\u00eb n\u00eb Ballkan p\u00ebr shkak t\u00eb masave t\u00eb forta dhe politikave t\u00eb forta liberalizuese e reformuese, qoft\u00eb edhe reforma tarifore. Kjo e fundit ishte nj\u00eb reform\u00eb e suksesshme, duke mbrojtur vet\u00ebm t\u00eb varfrit dhe duke shmangur subvencionimet p\u00ebr shtresat q\u00eb nuk duhet ta kishin subvencionimin. K\u00ebto kan\u00eb krijuar likuiditet m\u00eb t\u00eb q\u00ebndruesh\u00ebm, ndaj t\u00eb dh\u00ebnat financiare t\u00eb sektorit elektroenergjitik jan\u00eb shum\u00eb m\u00eb t\u00eb sigurta.
