Assignment Title:      Selection of a Financial Management Specialist

This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business online No. WB 2414-05/16 of May 27, 2016.

The Republic of Albania has received financing from the World Bank toward the cost of the Extractive Industry Transparency Initiative Secretariat (EITI Albania), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include selection of an individual Consultant to assist the EITI Albania Secretariat staff of Ministry of Energy and Industry, on part-time basis, in ensuring a sound financial management and control in accordance with the World Bank Guidelines for all items and activities financed under the projects, using standard World Bank documentation.  The implementation period will be approximately 365 days from contract signing.

The Ministry of Energy and Industry, EITI Albania, now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • have a relevant university education in accounting, finance or business administration.
  • professional experience in accounting, financial management / budget management, min 5 years, working experience in WB financed project or any other international organization is required.
  • sound and good knowledge of Government accounting, financial management systems, and budgeting system, as well as tax and legal requirements in Albania;
  • sound and good knowledge of financial and accounting policies, rules and regulations pertaining to international organizations, preferably World Bank;
  • good computer literacy and functional ability in processing word and excel documents;
  • have good knowledge of English and be able to communicate (oral and written) effectively.
  • be familiar with the requirements of modern financial management systems and online banking applications.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the IC method set out in the Consultant Guidelines.
