The Government of Albania has received financing in the amount of US$ 600,000 equivalent from the World Bank toward the cost of the Extractive Industry Transparency Initiative Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by Australia, Belgium, Canada, Denmark, European Union represented by the European Commission, Finland, France, Germany, Japan, the Netherlands, Norway, Spain, Switzerland, the United Kingdom and the United States.
The project will include the following components:
Component A: EITI Implementation Support, including consulting services for recruitment of: (i) an independent administrator to oversee the preparation of the EITI report for 2017 and 2018, covering all extractive industries for the calendar years 2017 and 2018; including consultancy services to assist government agencies with the implementation of the recommendations from the EITI reports.
Component B: Capacity building activities, including provision of technical assistance and core training on EITI and natural resources management through: (i) carrying out tailored training for all stakeholders in good governance and transparency of Extractives Industries, MSG, EITI Secretariat, Civil Society, Extractive companies; and (ii) Tailored training for state agencies and companies to address their needs in EITI reporting requirements; (iii) Participation of stakeholders in international forums focused on BO disclosures and natural resource governance.
Component C: Communication and Outreach, including (i) provision of support for media outreach campaigns, Internet and social media activities, awareness raising events, to publish and disseminate crucial information to the public; (ii) Recruitment of an EITI public relations ambassador for 2019 on a contractual basis.
Component D: Project Management, including (i) recruitment of the services of a financial specialist on a contractual basis; (ii) recruitment of the services of a procurement specialist on a contractual basis; and (iii) financing of Operating Costs.
Component E: Data collection procedures and Identification of EI Impacts on Local Content, including (i) Consultancy service to improve access to timely, reliable and comprehensive EITI data and design of the open data portal for EITI data; (ii) Consultancy service on Environment Impact of the Extractive Industries; (iii) Consultancy service on Social Impact of the Extractive Industries in local content, employment.
Component F: Beneficial Ownership Implementation, including Consultancy service to improve information, sensibilization and consultation activities with all stakeholders MSG, Extractives companies, CSO on BO implementation and Legal / Regulatory changes on EI Transparency, and creating a public beneficial ownership Register.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and EITI Albania website (www.albeiti.org) and in local newspapers of national circulation in Albania.
Prequalification/Initial Selection of suppliers and contractors will be required for the following contracts -Not applicable.
