Assignment Title:      Selection of a Firm for Legal and Regulatory Review of the Albanian national legislative framework

This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business online No. WB 2414-05/16 of May 27, 2016.

The Republic of Albania has received financing from the World Bank toward the cost of the Extractive Industry Transparency Initiative Secretariat (EITI Albania), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include selection of a firm to carry out the Legal and Regulatory Review of the Albanian national legislative framework to identify impediment/slowing data collection from State Agencies and Operators in the EITI processes and Preparation of the EITI reports and to support the Government’s efforts in establishing a sound framework for the sustainable implementation of Transparency Initiatives on the implementation of EITI in the country. The implementation period will be approximately one year from contract signing.

The Ministry of Energy and Industry now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • General qualifications of the Consultant (10 points),
  • Description of similar assignments, experience in similar conditions (60 points); and
  • Availability of appropriate skills among staff (30 points).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub–consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the CQ method set out in the Consultant Guidelines.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) until June 17, 2016 at 14:00.
